安徽省文化和旅游厅 recently issued the "High-Quality Development Action Plan for Anhui's Intangible Cultural Heritage Special Industries (2025-2027)" (hereinafter referred to as the "Action Plan"), outlining five key initiatives to promote sustainable use and industrial development of the province's intangible cultural heritage resources. These include enhancing leading enterprises, fostering innovative scenarios, leveraging financial support, improving market quality, and driving cross-industry integration.

Under the initiative to strengthen leading entities, the Action Plan proposes establishing a list of top "Wanmei Intangible Cultural Heritage" companies. It encourages local governments to support非遗-related businesses through transformations from individual proprietorships to companies, small-scale operations to larger enterprises, and private limited companies to joint-stock ones. The plan also aims to build 100 distinctive brands and achieve a sales target of over one billion yuan for非遗工坊.

To cultivate innovative scenarios, the Action Plan emphasizes creating精致 ("jingzhi")非遗+景区 projects by organizing巡游 performances and recruiting "Intangible Cultural Heritage Tourism District Partnerships." It also encourages integrating非遗 elements into film, television dramas, short videos, animations, and video games. Additionally, it promotes the development of非遗美学 consumption spaces through popup stores, brand collaborations, and themed markets.

Financial support will be enhanced by encouraging financial institutions to develop specialized loan products like "Intangible Cultural Heritage Loans" and "Heritage Workshop Loans." These initiatives aim to provide tailored financing solutions for非遗-related businesses.

To boost market quality, the Action Plan calls for upgrading product designs through a competition for安徽's finest cultural creativity products. It also supports非遗 enterprises in expanding internationally by building the "Wanmei Intangible Cultural Heritage" global brand. Social media contests for short videos and micro-dramas featuring非遗 themes are also planned. The province will leverage major events like the安徽 International Cultural Tourism Festival to enhance international visibility.

Finally, the Action Plan encourages businesses to explore new scenarios and industries by integrating非遗 with modern sectors like tourism and technology. It also promotes cooperation between industry and education to nurture professionals in cultural heritage management and technical fields. These efforts aim to ensure the preservation and innovative development of Anhui's rich intangible cultural heritage.
